I talked to Brendan Doherty, a professor of political science at the United States Naval Academy and author of the books, “The Rise of the President’s Permanent Campaign” and “Fundraiser in Chief: Presidents and the Politics of Campaign Cash,” about why early presidents stayed off the trail and how this became the permanent campaign. DOHERTY: In the early decades of the republic, presidential candidates adhered to the norm that they should not actively campaign for office. House Republicans on Wednesday issued subpoenas to Hunter and James Biden — President Joe Biden's son and brother, respectively — as well as a Biden family associate, Rob Walker, in an escalation of Republicans' impeachment inquiry into the president. A representative and attorney for Hunter Biden and James Biden did not immediately respond to a request for comment. The subpoenas and interview requests come a day after the special counsel overseeing the probe into Hunter Biden testified before the House Judiciary Committee behind closed doors. The panel further alleges that the Biden family, their business associates and their companies received more than $24 million from foreign nations over approximately five years. "These records reveal how the Bidens sold Joe Biden around to the world to benefit the Biden family, including Joe Biden himself, to the detriment of U.S. interests," Comer said in the statement.

CNN —The Supreme Court returns to Washington to face a new term and the fresh reality that critics increasingly view the court as a political body. Earlier this year, Roberts declined an invitation to appear before the Democratic-led Senate Judiciary Committee to discuss Supreme Court ethics, citing separation of powers concerns. Even if he did believe a formal ethics code is necessary, it’s unclear whether he would need a unanimous vote to move forward. Instead, they say, critics of the court are manufacturing a controversy to delegitimize the institution and staunch the flow of conservative opinions. Last week, she told an audience in Indiana that she thought it would be a “good” idea if the court were to adapt the ethics code used by lower court justices to fit the Supreme Court.

Since he became president, Biden has sharply curbed how much he talks to the press, rarely giving interviews. He limits his press conferences mostly to duets with foreign leaders, where he can put his foreign policy relationships and experience on display. There’s something poignant about watching a guy who used to delight in his Irish gift of gab be muzzled. He knows his staff thinks he has a problem of popping off, and I think that has made him more timid and more cloistered. And when he’s more isolated, he seems sadder maybe because he’s not drawing energy from crowds and journalists the way he used to; perhaps his overprotective staff has gotten into his head.

The long-shot Democratic presidential hopeful told NBC News that he would not make his anti-vaccine stance the focal point of his campaign. In an interview with NBC, Kennedy said that he would not be "leading with" vaccines as a presidential candidate. "Let me address that, because first of all, I'm not anti-vax," Kucinich told NBC. Nearly a week after CNN's town hall with Donald Trump, CEO Chris Licht has acknowledged internally there are some things he wished the network had done differently. Licht continues to stand by the concept of the town hall, telling people both inside and outside of CNN that history will look kindly on the network's decision to interview Trump in front of cheering supporters in a live town hall format. That way, CNN could draw the audience's focus to the substance of the question rather than the spectacle of Trump. CNN could have also graphically shown each question while Trump spoke, emphasizing his answers didn't always match the topic at hand. NBC isn't likely to do a Trump town hall, given how CNN's went, said the person.
